FUTURE DEVELOPMENT AND OPERATIONS OF PING-TUNG AGRICULTURAL BIOTECHNOLOGY PARK

ABSTRACT
There are many agricultural sectors have faced increased pressure from rapid economic development and soaring labor costs in recent years. Taiwan has opened its market and eliminated protectionist trade measures as fulfilled its commitments of accessing World Trade Organisation(WTO) in 2002 which had made enormously impacts on agricultural development. Considering in this situation, a new plan “Challenge 2008 National Development Plan” was implemented by the Council of Economic Planning and Development, Executive Yuan, Taiwan, R.O.C. to cultivate the agricultural sectors into a highly competitive and modernized green industry. In order to meet the plan, the Ping-Tung Agricultural Biotechnology Park(PABP) was organized in 2003, to enhance the technical information and experience on agricultural food production and in particular, on the use of chemical fertilizer; genetic materials embodied in farming systems and the adoption of related farming methods in order to achieve an increased output and higher incomes for farmers and other related business sectors. The development of the agricultural biotechnology park will also lead to address the opportunities to be derived from plant sciences research, and the subsequent application and commercialization. It also includes the development of polices to maximize agriculture’s contribution to global food security, industry and economic development.
The future aspects of Ping-Tung Agriculture Biotechnology Park (PABP) is going to work with national policies of economic liberalization and internationalization to focus on industrial development, resource management, technological development and international agricultural cooperation. With regard to industrial development, the PABP is be able to work to improve the agriculture management environment, develop indigenous, high value added, an lo environmental cost products, and also increase product competitiveness. Additionally, the PABP will also speed the development of biotechnology as well as develop and encourage efficient agricultural management and technology to help maintain a balanced ecosystem, all to assist boost industrial upgrading. Moreover, the PABP is playing one of significant platforms in developing future agricultural biotechnology in Taiwan and it is going to strengthen the biotechnology exchanges with developed nations and increase exports of biotechnology to developing nations in order to promote agricultural production internationalization and boost cooperation effectiveness very well indeed.
Preface
The Council of Agriculture, Executive Yuan, R.O.C. has set up the Agricultural Biotechnology Park (ABP) on the basis of "the enactment (draft) of Agriculture Technology Park Establishment Management", in order to develop agricultural technology, to facilitate the co-operation between all sectors of agricultural technology production industry and to promote the remodelling of agricultural industry. The first stage of this development project, the Hai-Fung Base, is located in the town of Chang-Zhi, in the County of Ping-Tung. The total territorial area is about 233 hectares, in the east of Tai-Provincial Lane 27, between South-second Motorway and Ping Township Lane 26. In February, 2004, The Park will start to accept business groups' entries and also the construction of factories. The second stage of the development project, the Tai-Yuan Base (100 hectares), will also start its plan at the year of 2004.
The purpose of establishing the Agricultural Biotechnology Park is to promote research development of agricultural technology products and also to create the marketing functions of quality and quantity. Therefore the government will soon provide the park with various preferential measures and highly efficient administrative services that include provision of an excellent investment environment in order to increase the development of agricultural technology industry and to expand the exporting of its highly value-added products. In addition, it is planned that ABP will have the ability to do research, marketing, processing of goods and transporting. It will also assist the neighboring plantations to become satellite plantations and become the centre of a high-tech agricultural industry.
By 2014, the ABP will have a capacity of 120 factories and it is estimated that the park's annual production will reach NT$18 billion and annual revenues by patented agricultural products will exceed NT $2 billion. Meanwhile, it will also create 8,000 job opportunities for the people in South of Taiwan.
